Navy sub, ship collide on Va. coast

VIRGINIA BEACH - A nuclear-powered Navy submarine collided with a merchant ship in dense fog off the Virginia coast Friday. Both vessels were damaged, but there were no reports of injuries or water pollution.

The Saudi Arabian-flagged container ship was headed from Baltimore to New York and the USS Jacksonville was returning on the surface to Norfolk Naval Base when they collided about 17 miles southeast of Cape Henry, the Navy and Coast Guard said.

The 657-foot Saudi Makkah reported a 21-foot gash above the waterline.

The 362-foot Jacksonville was damaged on its rudder and its starboard fair water plane.

The Navy said there was no internal water leakage or damage to the submarine's nuclear propulsion system.

Clinton acts to avert rail strike

WASHINGTON - For the third time in two weeks, President Clinton moved to avert a major rail strike Friday, establishing a board to mediate a dispute between four unions and a group representing dozens of freight railroads.

Clinton appointed a three-member board to make recommendations for settling the dispute between the National Railway Labor Conference and the Brotherhood of Railroad Signalmen, the International Association of Machinists & Aerospace Workers, the International Brotherhood of Electrical Workers and the Sheet Metal Workers International Association.
