OSCAR D. BRYANT has joined Roanoke-based Delta Dental Plan of Virginia as vice president of administration and information services. He will be responsible for procurement, human resources, facilities management, regulatory compliance and information services at the dental benefits provider, which also has offices in Richmond and the Tidewater area.
Bryant formerly was director of management information systems for Roanoke County.

HILARY P. KENNARD has joined The Packett Group, a Roanoke advertising agency, as a senior copywriter. She comes to Roanoke from Dallas, where she was a senior copywriter and creative department supervisor at Campbell Marketing Communications. Before that, she held copywriter and account service positions at agencies in Dallas and Boston.
BANKING
STEVE SMITH has been promoted to vice president and manager of Crestar Bank's Western Region business loan center in Roanoke.
Smith joined the bank in 1977 in Lynchburg. In 1992 he was named commercial account manager and promoted to assistant vice president. He came to the business loan center in Roanoke as a credit underwriter in 1993.
COLLEGES AND UNIVERSITIES
ANN S. FERREN, a senior fellow with the Association of American Colleges and Universities in Washington, D.C., has been named vice president for academic affairs at Radford University. Before being a senior fellow for a year, she was interim provost for The American University in Washington.
HEALTH CARE
JUDY C. PHILO of Vinton has been elected president of the Southwest Virginia Association of Health Information Professionals. Philo is employed at Lewis-Gale Medical Center, where she supervises records for the psychiatric division. She has worked for Lewis-Gale for more than 17 years.
LAW
MARGARET K. GARBER has been elected a member of Brumberg Mackey & Wall law firm in Roanoke. Garber, who joined the firm at its inception in 1994, practices in bankruptcy and commercial litigation.
MANUFACTURING
JOHN R. CLARK has been appointed assistant vice president for human resources for Rowe Furniture Corp., an Arlington-based manufacturer of upholstered furniture with operations in Salem. Clark, who has been with the company for 3 1/2 years, previously held the position of corporate director of human resources.
MEDICINE
DR. MICHAEL T. KELLY has joined the staff of Carilion Roanoke Memorial Hospital's comprehensive rehabilitation program. Kelly is board-certified in family medicine and physiatry, or physical medicine and rehabilitation. His areas of interest include spinal cord injury, joint replacement, carpal tunnel syndrome and neck and back pain.

CHERYL ROTH has been hired as director of marketing and public relations at Barter Theatre in Abingdon. She replaces LORI WARD, who was marketing director for more than eight years. Roth formerly was president of CR Innovations, an advertising agency she founded in 1990.
