LIEUTENANT GOVERNOR TO TAKE DOLE'S SEAT

Saying no one in the state is better qualified, Gov. Bill Graves Friday named Lt. Gov. Sheila Frahm to succeed Bob Dole in the U.S. Senate.

Frahm, 51, said she was ``humbled and deeply honored'' to accept the appointment, which takes effect next month. Before Graves tapped her as his running mate two years ago, she was majority leader of the state Senate.

Dole announced on May 15 that he was surrendering his Senate seat to devote full time to his campaign for president against Bill Clinton.

Frahm is to replace Dole immediately after his June 11 resignation and remain in the seat at least until the end of the year. She will have to win Kansas' Aug. 6 Republican primary and the general election in November to serve out the remainder of Dole's term, which ends in 1998.
