This means Colonial won't be open for the shortcut between U.S. 221 and Virginia 419 this summer. Residents of Hazel can use Vest Drive to reach Colonial and 419. Other people in the neighborhood can get around the work site too: Penn Forest Boulevard traffic will continue to use Colonial to reach 419 at North Cross School, and Merriman Road traffic can use Colonial to reach 221. Construction will remove the crest of a hill to improve sight distance approaching the intersections with Penn Forest Boulevard and Hazel. The road will be widened slightly so there will be two 11-foot lanes with 6-foot shoulders. The brochure mentioned that three-term Warner had refused to sign a term-limits pledge. Miller did take the pledge, which limits senators to two terms. The brochure urges people to ask Warner to change his position.

You ask if this is legal and ethical. It's apparently legal under the First Amendment.

Is it ethical? That may be debatable, but it's hard to call this brochure unusual in the realm of political direct mail.
