FINNEY, Clyde T., 75, of Roanoke, passed away Sunday morning, June 16, 1996, at the Veterans Hospital in Salem. He was born November 12, 1920, in Cascade. Mr. Finney retired in 1982 from Pet Milk Company (formerly Garst Brothers Dairy). He was a member of Tabernacle Baptist Church in Salem, a veteran of World War II, and a member of Disabled American Veterans, Veterans of Foreign Wars and Woodmen of the World. Mr. Finney was preceded in death by a grandson, Brian L. Finney, and is survived by his wife of 57 years, Dollie Moran Finney; a son, James L. Finney of Fayetteville, N.C.; a son and daughter-in-law, Curtis and Donna Finney of Suwanne, Ga.; three grandchildren, Kristin L. Finney, Kevin S. Finney and Stacy L. Finney; a sister and brother-in-law, Ernest and Varlita Hundley of Wirtz; a sister, Vera Bryant of Chamblissburg; five half brothers; two half sisters, and his stepmother, Loraine Finney. A special thanks to James A. (``Lonnie"") Moran (brother-in-law), and to Bill and Del Mabry, for all their loving help and support during Clyde's illness. FRANKLIN, George Hooker, 77, of Route 2, Rocky Mount, died Saturday, June 15, 1996, at his home. Mr. Franklin was a member of Fork Mountain United Methodist Church. He was preceded in death by a son, Billy Franklin. Surviving are his wife, Lorene M. Franklin of the home; three daughters and sons-in-law, Barbara and Henry Ingle of Bassett, Frances and Ronald McCambridge of Collinsville, and Lois and Harry Faw of Danville; two sons and daughters-in-law, G. LAWSON, Clarence M., 87, of Roanoke, passed away Sunday, June 16, 1996. Mr. Lawson was preceded in death by his wife, Virginia F. Lawson and his son, Ralph E. Lawson. Mr. Pickle was a member and honorary deacon of Natural Bridge Baptist Church, and was retired. SIZER, Jeane Philpott, 80, of Roanoke, went to be with the Lord on Saturday, June 15, 1996. She was a longtime member of Preston Oaks Baptist Church, where she was the beloved teacher of the Mary Martha Bible Class. Surviving are a brother and sister-in-law, Stanley and Margaret Philpott of Roanoke; a brother, T. J. (``Tom"") Philpott of Collinsville, and several nieces and nephews. A memorial service will be held at Preston Oaks Baptist Church at 2 p.m. Wednesday, June 19, 1996, with the Rev. James Millsaps and the Rev. Joe Greene officiating. SMITH, Carl Houston, Tech. Sgt., USAF (Ret.), 71, of Lexington, died Saturday, June 15, 1996, at the Veterans Administration Medical Center in Salem. He was born on March 26, 1925, in Rockbridge County, a son of the late Porter Houston Smith and Margaret Susan Moore Smith. Mr. Smith served with the U. S. Army in Europe in the 567th AAA Battalion under Gen. George Patton's command during World War II, and later retired from the U. S. Air Force with more than 26 years of military service. He was a life member of VFW Post #1499 of Lexington, American Legion Post #126 of Buena Vista and Disabled American Veterans Chapter #3. Also, he was a member of the U. S. Air Force Sergeants Association and Lexington Moose Lodge #1700. Mr. Smith was a member of Lauderdale ARP Church. Survivors include his wife, Wanda Lee Buchanan Smith, with whom he would have celebrated their 50th Wedding Anniversary on December 24, 1996; two sons and a daughter-in-law, Carl H. (``Ricky"") Smith Jr. and Rae Marie Smith of Greensboro, N.C., and Howard Tracy Smith of Lexington; one daughter and son-in-law, Mrs. Tana Sue Smith and Roy L. Smith Sr. of Fairfield; three brothers, Charles Earl Smith of Lexington, Porter H. Smith of Highland Springs and Howard D. Smith of Richmond; one sister, Mrs. Ruby S. Goodbar of Lexington; two grandchildren, Adriene Vashon (``Shon"") Vance and her husband Denny Vance of Fairfield, and Roy Lee Smith Jr., currently stationed in Korea, and numerous nephews and nieces whom he loved dearly. THOMAS, Mildred Louise Massey, 85, of Bedford, formerly of Newport News, passed away Sunday, June 16, 1996 in the Bedford County Memorial Hospital. She was born September 30, 1910 in Newport News, a daughter of the late John Webster Massey and Elizabeth (Bettie) James Brogden Massey. Her husband was the late Frederick B. Thomas, Jr. She was educated in the Newport News schools and the College of William & Mary. She chose a career in banking, beginning at First National Bank of Newport News and First and Merchants (now Nations Bank) and retired in 1975 as Vice-president of mortgage loans. She is survived by a son and daughter-in-law, Dr. Fred B. III and Julia K. Thomas, Bedford; a sister, Elsie Lee Masey, Gautier, Ms.; two grandsons, John F. Thomas and wife, Catheryn, Wilmington, N.C., Charles M. Thomas, Bedford; a granddaughter, Mary K. Thomas, Lynchburg; a sister-in-law, Ruth T. Hudson, Newport News; and a number of nieces and nephews. TOWNLEY, Beulah G., (Tom), 68, of Bland, died Saturday, June 15, 1996 in Bluefield Regional Medical Center. She was born April 26, 1928 in Bland County, Va., the daughter of the late Cecil Wagner and Elvira Kirby Davis Townley. She is survived by one brother and friend, Elmer K. Townley and Eula Catterdon, Bland; one sister and brother-in-law, Kathleen T. and Clarence (Popeye) Puckett, Bland; one niece, De bbie Hicks; one nephew and wife, Gregory and Patty Puckett; one great-niece, Katie Hicks. WRIGHT, Eugene Wellington, 89, of Dublin, died Sunday, June 16, 1996 in Radford Community Hospital. He was born March 25, 1907 in Bland Co., Va., the son of the late William Gordon and Mascie Missouri Spangler Wright. He was preceded in death by his wife, Minnie Edit h Wright and a son, Fairly Clifford Wright. He is survived by two daughters and son-in-law, Barbara and Harry (Sonny) Mabe, Jr. Bluewell, W. Va., Ilene Wright, Bland; two sons and daughter-in-law, Willard and Freda Wright, Ned R. Bain said the remarks were out of line because the School Board makes the calendar decision.

"That's the way I see it," Asbury said. He said the board should have made its objections known earlier. "We've never had a problem quite like this. We usually approve it in May."

The early release every Monday passed 5-1, with only Board Member Ron Chaffin voting no.

The administrative staff at the School Board office was busy Friday revising next year's school calendar to drop some other early-release days and teacher work days. On the Mondays when students leave one hour early, teachers will remain until 4:30 p.m. for other work or in-service training.

The board still had to make some cuts in its proposed 1996-97 budget, which had been based on the county providing an additional $371,612 next year. The Board of Supervisors approved $116,000 in new money.

Asbury recommended holding open a new position for a psychologist, which several board members badly wanted to be filled. School Board member Rhea Saltz called for an executive session to consider saving money for the psychologist position by not hiring another individual.

"We have offered a job to this person," a surprised Asbury said. He said that he understood the board to have approved that hiring.

After the closed session, the board did not change the hiring approval for the person being discussed and asked Asbury to try to find funding for the psychologist. Asbury said that money could come from staff turnover, if more higher-salaried people leave and are replaced by new employees at lower salaries. LENGTH: Medium: 60 lines
