CENTRAL FIDELITY BANK MAKES CHANGES

FREDERICK W. JASPER JR. of Roanoke has joined Central Fidelity Bank as a commercial account manager for the corporate banking division. Jasper, who worked for Dominion Bank for 20 years, most recently was vice president and general manager of Dominion Air and Machinery Co.

Also at Central Fidelity, DEBORAH S. WRIGHT has been promoted to manager of the bank's Smith Mountain Lake office. She was branch manager of the Towers Mall office, where she is succeeded by BEVERLY D. ST. CLAIR. St. Clair was manager of the Plantation Road office.

MARK NEWMAN has joined the bank as manager of the 220 South office. Newman comes to Central Fidelity from Crestar Bank where he was an assistant vice president and manager since 1988.

DAVID SWAIN has been promoted to manager of the West Salem office. He was a commercial account manager for the corporate banking division from 1988 through 1996.

DARREN YEATTS has been promoted to manager of the Wal-Mart in-store branch near Valley View mall. He was previously telling supervisor at the Franklin Plaza office.

SCOTT HARRIGER has been promoted to manager of the Wal-Mart in-store branch in Martinsville. He formerly was manager of the Abingdon West office from 1989 to 1996.

GWENDOLYN D. MITCHELL has been promoted to assistant branch manager of the Franklin Plaza office, where she has been a customer service representative and lender.

STEPHANIE L. FULL has been promoted to branch manager of the Plantation Road office. Full, who has been with Central Fidelity for 17 years, most recently was assistant branch manager at the Cave Spring office.

BARBARA G. SARVER has been promoted to manager of the bank's 460 East Office. She formerly was branch manager of the West Salem office.

ACCOUNTING

JASON HARTMAN and MARY ANNE McELMURRAY have been named senior managers at Brown, Edwards & Co., a Roanoke accounting firm. Hartman and McElmurray joined the company in 1986.

ADVERTISING

AMANDA SNAPP, marketing and communication coordinator for the Roanoke Regional Airport Commission, has been elected national chairman of Ad 2, a division of the National American Advertising Federation for advertising professionals who are under the age of 32.

BANKING

NANCY C. CLEMMER has been promoted to manager of NationsBank's Wytheville banking center. Clemmer joined the bank in 1970 and has held several positions, including working in the regional administration office.

FINANCIAL SERVICES

GARY A. WHITE has joined Dean Witter Reynolds Inc.'s Roanoke office as an account executive. He most recently was president and chief executive officer of G.A. White & Associates Inc., a Roanoke transportation and package delivery company.

FOOD PROCESSING

WLR Foods Inc. has appointed ROBERT T. RITTER chief financial officer of the Broadway-based processor and distributor of chicken and turkey products. Also, NEIL SHOWALTER has been named president of Cassco Ice and Cold Storage Inc., a subsidiary company with a cold storage facility in Roanoke.

GOVERNMENT

JOSEPH J. SGROI has been appointed director of human resources for Roanoke County, succeeding D. KEITH COOK, who has retired. Sgroi has 18 years of experience in the human relations field, having been director of human resources for Carilion Roanoke Memorial Hospital, personnel manager for the Kroger Co. and an employee relations counselor for Roanoke Fashions Co.

HEALTH CARE

WILLIAM B. DOWNEY, president and chief executive officer of Lewis-Gale Medical Center in Salem, has been appointed chairman of the Virginia Hospital and Healthcare Association's Roanoke area regional policy council. As chairman of the council, he will also sit on the association's board of directors.

INSURANCE

TAMMY S. WHITE has been promoted to service representative for Corporate Concepts Inc., employee benefits specialists in Roanoke. White has been with the company for three years and will be responsible for service on existing accounts.

JERI DEMBRAK has joined Rutherfoord International Inc., an affiliate of Thomas Rutherfoord Inc., as group benefits manager and consultant for the company's groups benefits division. The company has offices in Alexandria, Norfolk, Richmond and Roanoke.

MICHAEL W. WISE has joined Roanoke-based Delta Dental Plan of Virginia as vice president of finance. A certified public accountant, he formerly was president of Fashion Floors in Roanoke and was a co-founder of the America's Carpet Gallery franchise. Delta Dental is the oldest dental benefits provider in the United States.

RALPH B. EVERETT, managing partner of Paul, Hastings, Janofsky & Walker law firm in Washington, D.C., has been elected to the board of Shenandoah Life Insurance Co., based in Roanoke. He is head of the law firm's federal legislative practice group.

MORTGAGE BANKING

PAULA SPRINKLE JONES has joined the Bank of Fincastle as a mortgage loan originator. She comes to the position with two years of mortgage lending experience from Signet Bank.

RETAIL

JUANITA KESLER, a Roanoke broker for 10 years, has joined Buyer's Realty Services, where she will representi buyers in real estate transactions.
