THE TIPOFF

FIRST FINAL: The Virginia Museum of Transportation is transferring the concept of holding a fund-raising concert on the first Friday of the month to the month's final Friday, instead. The premiere, from 5 to 8 tonight in the museum's railyard, will feature Nashville recording artists 4Runner, managed by Reba McEntire's husband. The $3 admission will get you into both the concert and the museum. Proceeds will aid the museum and the Muscular Dystrophy Association of Southwest Virginia. Call 342-5670.

ALLEGHANY ANNIVERSARY: The fictitious town of Dutch Creek is just settling in after the Civil War when along comes a new preacher to stir up some fundamental fun. "Echoes of the Past" will be performed by the Clifton Forge Players as part of a 250th anniversary celebration of the settlement of the Alleghany Highlands. Shows are scheduled for Saturday and Monday at 8 p.m. and Sunday at 2:30 p.m. at the Stonewall Theatre in Clifton Forge. Advance admission costs $3 for adults, $2 for children 12 and younger. Prices are $1 higher at the door. Call 862-7407.

POPULAR POPS: The Roanoke Symphony Orchestra on Saturday will perform its audience's favorite pop singles and movie, Broadway and TV themes. Doors open at 5:30 p.m. and the audience is invited to bring a picnic dinner or buy one on site at the Salem Civic Center. The program starts at 6:30 p.m., with admission costs ranging from $12 to $21. Call 343-9127.

FUN FAIR: Racing pigs, dancing bears, a petting zoo, rides, music, munchies and more mean it's time again for the annual Salem Fair at the Salem Civic Center, Wednesday through July 14. There is no admission charge, plus many attractions are free. Call 375-4013.

SIGNING CELEBRATION: The author will be absent, but celebration of the signing of the Declaration of Independence will proceed apace. Guided tours of Thomas Jefferson's Poplar Forest plantation home will begin Thursday at 11 a.m. Various crafts demonstrations, period entertainment and children's activities will go on throughout the day. At 3 p.m., the Declaration of Independence will be read, accompanied by period music. There are charges for parking and house tours; most other activities are free. Call (804) 525-1806.

SKY SPARKS: Free fireworks will light the night in several locations Thursday, including:
