ALLEN MAKES TECH, RADFORD APPOINTMENTS

Gov. George Allen's appointments to the Virginia Tech and Radford University boards of visitors took effect Monday.

At Tech, there were four appointments.

* Thomas D. Rust of Fairfax County is the mayor of Herndon and senior vice president and chairman of the board of directors for Patton, Harris, Rust and Associates, P.C.

Rust, a Tech alumnus, succeeds former board rector Cliff Garvin.

* Noel C. Taylor of Roanoke has been the High Street Baptist Church pastor since 1961 and served as Roanoke's mayor from 1975-92. He succeeds Richard Bagley.

* W. Heywood Fralin of Roanoke is the vice chairman of Medical Facilities of America Inc., a nursing home corporation. He currently is a member of the University of Virginia Foundation Board of Trustees and a member of the Virginia Business-Higher Education Council and a director of the Virginia Biotechnology Research Park. Fralin was reappointed.

* Linda J. Pedigo of Alexandria is the administrative assistant to U.S. Rep. Thomas Bliley, R-Richmond. A Tech alumna, Pedigo succeeds Rose Miles Robinson.

At Radford University there were three appointments.

* Barbara D. Turk of Radford is the St. Alban's Hospital Foundation Board of Directors chairwoman and is a former member of the Radford Community Hospital Board of Directors and the Radford Hospital Foundation. She succeeds Sarah F. Furgurson.

* Jay Poole of Henrico County is the director of governmental affairs for Philip Morris Inc. in Richmond. He formerly served as the company's governmental affairs director for federal legislation in Washington. A Tech alumnus, Poole succeeds George R. Smith.

* J. Carson Quarles of Roanoke County is a consultant with Central Fidelity National Bank and is a former president of the bank's southwestern region. He is a member of the Roanoke County Industrial Development Authority and is on the board of directors of the Roanoke Valley Development Corp. He was reappointed.

Meanwhile, Allen also made appointments to the board of the College of William and Mary, including: former Secretary of State Lawrence Eagleburger; Holland H. Coors of the Golden, Colo., brewing family; William P. Fricks, the president and chief executive officer of Newport News Shipbuilding; and J. Peter Clements, the president and chief executive officer of the Bank of Southside Virginia. Walter J. Zable of San Diego, the founder, president and board chairman of Cubic Corp., was reappointed.
