CITY PLANNERS RULE OUT SITE FOR SPCA SHELTER

The Roanoke Planning Commission on Wednesday rejected the Roanoke Valley Society for the Prevention of Cruelty to Animals' plan to build a $1.2 million shelter on U.S. 460.

The commission apparently sided with business owners and residents of the area who complained the shelter would bring noise and odor to their neighborhood - an impression the SPCA's shelter director called mistaken.

Al Alexander said the new shelter would be an all-indoor facility, so dogs wouldn't be outside barking, and the building's insulation would contain sounds up to 70 decibels - including barking. Also, the shelter's air-cleaning system would virtually eliminate the smell often associated with animal shelters, he said.

The SPCA board is scheduled to meet next week to discuss its options. The organization had hoped to break ground on the shelter this month to replace its flood-plagued Eastern Avenue location.

``I'm disappointed, but we're not going to give up,'' Alexander said. ``We'll build a shelter somewhere.''
