STATE DROPS PROBE

Attorney General Jim Gilmore has concluded that time ran out three years ago for the state to seek criminal charges against three former Virginia Retirement System officials in the disputed takeover of RF&P Corp.

Gilmore's announcement Wednesday concluded nearly four years of investigation.
