AEP NAMES ROANOKER TO CORPORATE POST

PATRICK T. McHUGH has joined American Electric Power Co.'s energy delivery organization in Columbus, Ohio, as manager of the New Ventures office. In his new position, McHugh will help develop and market new business ventures for AEP across its seven-state territory. He will be responsible for the coordination of marketing and business strategic plans for all new energy delivery utility services.

Before joining AEP, McHugh worked for Moore's Lumber and Building Supplies in Roanoke as division zone manager for Moore's Virginia operations.

ACCOUNTING

BERT W. HOLLOWAY has been promoted to director of auditing and accounting of McLeod & Co., a Roanoke certified public accounting firm.

ADVERTISING

DAWN MARTIN has been promoted to associate art director at The Packett Group, a Roanoke advertising, marketing and public relations firm. Martin, who joined Packett in 1994, had been a graphic designer the the agency's creative department. She is on the board of directors of Ad2 of Roanoke Valley, an organization for young advertising professionals.

TRESHA CARROLL has joined The Packett Group as a staff accountant, a new position at the agency. She will also provide accounting services for Group One and Cloud Nine, subsidiaries of The Packett Group.

ARCHITECTS AND ENGINEERS

JENNIFER B. BOYD, JAMES K. LOWE and KENNETH D. SPRIGINGS have been promoted to the position of senior associate at Hayes, Seay, Mattern & Mattern Inc., an architectural, engineering and planning firm based in Roanoke. Boyd, who joined HSMM in 1980, is head of the computer-aided design and drafting department. Lowe joined the company in 1991 as head of the construction administration department. He is a registered professional engineer and licensed lawyer, and a member of the Virginia Society of Professional Engineers, Virginia Bar Association and Construction Management Association of America. He recently was appointed by Gov. George Allen to a three-year term as a member of the new Design-Build/Construction Management Review Board. Sprigings, who has been with HSMM for 16 years, is head of the electrical engineering department.

RANDY W. BECKNER has been named a principal of Mattern & Craig Inc., Consulting Engineers and Surveyors based in Roanoke. Beckner has been with the company since 1988 and has more than 10 years of design experience in municipal, water and wastewater and site development projects. He is head of the design division for the firm's Kingsport, Tenn., office.

Also, WILLIAM THOMAS AUSTIN has joined Mattern & Craig as a project engineer/manager in the firm's Roanoke office. He formerly was director of land design and solid-waste engineering for the Raleigh, N.C., office of Dewberry & Davis. He has more than 12 years of design experience in site development, transportation, municipal water and wasteware and solid-waste landfills.

AUTOMOTIVE

CHARLIE PAGE has been appointed used car sales manager at Magic City Ford in Roanoke. Also at Magic City, TELFORD ROWE has been named body shop manager. Rowe has experience in collision repair, specializing in medium- and heavy-duty trucks.

BANKING

RICHARD G. TILGHMAN has been elected president of the Virginia Bankers Association for the 1996-1997 term. He is chairman and chief executive officer of Crestar Financial Corp., a Richmond-based company with banks in Roanoke. J. RICHARD CARLING, vice chairman and state portfolio management head of First Union National Bank of Virginia in Roanoke, has been elected a director of the association. JAMES G. RAKES, president and chief executive officer of the National Bank of Blacksburg, has been elected president-elect of the bankers' group.

ECONOMIC DEVELOPMENT

The Alleghany Highlands Economic Development Authority has elected officers for 1996-1997: JANET NELSON, former member of the Alleghany County Board of Supervisors and education coordinator for Covington Boys' Home, chairman; SHELBY ROCK, owner of Woody's Auto Parts, vice chairman; and BILL LEICHTER, U.S. Forest Service, secretary-treasurer. Nelson succeeds ROBERT CROCKETT, who is public affairs manager for Westvaco Corp.

FRANKLYN H. MORENO, formerly executive director of the New River Valley Economic Development Alliance, has joined the staff of the Virginia Chamber of Commerce. In his new position, he will be the membership representative for the Shenandoah Valley and Southwest Virginia regions. Additionally, he is directing Moreno and Associates consulting firm.

FIBER OPTICS

Roanoke-based Optical Cable Corp. has promoted JOE SHAPIRO to the position of sales manager for Indiana and Michigan. Shapiro joined the company in 1995 as a sales associate. Also, MARK PEST has joined Optical Cable as the sales manager for Europe. Pest formerly was the international trade adviser for a Roanoke export promotion program and has been an international trade consultant to manufacturers and exporters.

FOOD PROCESSING

BERRY H. OVERSTREET, director of operations at Bunker Hill Foods in Bedford County, has retired after 45 years with the company. Overstreet has held various management and advisory positions with Bunker Hill and has been actively involved in the food processor's expansion over the years. The company is now a division of Castleberry's/Snow's Brands Inc., based in Augusta, Ga. Also at Bunker Hill, JACK A BOWERSOX has been promoted to operations manager. He has been a plant manager with the company since 1988. J. KEITH GRIFFIS has transferred from Castleberry's Augusta plant to Bunker Hill as plant manger. He has been with Castleberry's/Snow's Brands since 1992.

RETAIL

MARC FINK, president of Fink's Jewelers of Roanoke, has been elected a director of Jewelers of America, an association representing more than 15,000 U.S. retail and manufacturing jewelers.
