OWNING A VEHICLE IN VIRGINIA

Car owners, within 30 days of moving to Virginia, must:

Apply for a Virginia driver's license. You may not be required to take the knowledge and road test portion's of the driver's exam, but you must pass the vision test.

Title your vehicle in Virginia and pay a 3 percent sales tax. The tax can be waived if a comparable one was paid in another state.

Register your vehicle and obtain Virginia license plates.

Get your vehicle inspected as soon as it's registered. Your vehicle must pass a safety equipment state inspection.

Obtain a local sticker or decal as required by the city or county in which you live. Contact the city or county treasurer's office for more information.

Provide proof that your vehicle is insured by business authorized to do business in Virginia. Insurance policies must provide liability coverage of $25,000 for the injury or death of one person; $50,000 for the injury or death of two or more people; and $20,000 for property damage. If your vehicle is not insured, you must pay a $400 uninsured motor vehicle fee, which does not provide insurance coverage, but allows you to operate the vehicle in Virginia for a one-year period.

First-time drivers

You must be a state resident and at least 16 years old to get a driver's license.

To get a learner's permit, you must be at least 15 years old. If under age 18, a parent or guardian must give written consent.

If under age 18, you must hold a driver's permit for six months or until you turn 18 before you can receive your license.

A learner's permit allows you to drive when a licensed driver at least 21 years old is seated beside you. The only exception is that the licensed driver may be 18 years old if he or she is your legal guardian or sibling.

Prospective drivers under age 18 must complete a state-approved driver education program. The program must consist of 36 classroom periods and 14 in-car periods and include alcohol safety education and drug abuse awareness components.

While you are a minor, a parent, guardian or spouse older than 18 may ask the Division of Motor Vehicles to cancel you license. If canceled, you may not reapply for six months.
