Burundi's new leaders unwelcome
KAMPALA, Uganda - Angered by Burundi's defiant army-imposed ruler, regional leaders imposed a travel ban Friday on all officials of the new government and set up a committee to monitor sanctions.
The ban was imposed during a one-day summit attended by foreign ministers from Burundi's neighbors - Uganda, Tanzania, Zaire, Kenya and Rwanda - who imposed economic sanctions after Pierre Buyoya seized power last month.
The resolution passed Friday bars all officials associated with Burundi's military regime from traveling in the region, although it was not immediately clear how the ban would be implemented. Sanctions in place since July 30 already bar anyone from entering or leaving Burundi, except humanitarian aid workers.

N.Y. lawyer now Dominican president
SANTO DOMINGO, Dominican Republic - Promising to move away from the highly centralized, authoritarian rule of his seven-term predecessor, Leonel Fernandez was sworn in Friday as Dominican president.
Fernandez, 42, an attorney who grew up in New York City, was elected in June after Joaquin Balaguer reluctantly stepped down halfway into his latest four-year term. Balaguer had faced intense foreign and domestic pressure because of allegations of fraud in his 1994 election.
In his inaugural address, Fernandez pledged to relieve the poverty faced by most Dominicans and eliminate bureaucratic corruption. He urged the country's combative political parties to unite behind his efforts.
