A man shot to death by an off-duty Washington police officer during a chaotic traffic stop had used alcohol and cocaine, state police said Thursday.
Auguster A. Carter of Hampton was trying to flee from a state trooper who had stopped him Aug. 18 for suspected drunk driving, police said. He was killed as he dragged the trooper along the shoulder of Interstate 95.
Preliminary toxicology tests show alcohol and cocaine in Carter's blood and tissues, state police spokeswoman Lucy Caldwell said.
She said police did not yet know the levels of either substance or whether Carter, a diabetic, was using insulin the night of the shooting.
Officer Robert T. Glover, on his way to work in Washington, fired his service weapon from close range after spotting Trooper Eric Radwick clinging to Carter through the open car door, police said.
Police found 10.5 grams of cocaine and 11.4 grams of marijuana in Carter's car, Caldwell said.
Police earlier said they found medication to control diabetes in the car.
