Investigation update

Blacksburg police say more than 100 people witnessed an Aug. 31 downtown brawl that allegedly involved several Virginia Tech football players and has resulted in another black eye for the athletic department's image. But no charges will be filed until a round of interviews is finished, police said Tuesday; even then, the county prosecutor may elect to take the allegations directly to a Montgomery County Circuit Court grand jury for possible indictments. Weak presidents?

College presidents must wield more power - and yield less to the whims of faculty and board members - to chart their schools through tough times, according to a report issued by a national panel led by former Gov. Gerald Baliles.

``The academic presidency has become weak,'' said the study. ``The authority of college and university presidents is being undercut by all of its partners - trustees, faculty members and political leaders - and, at times, by the presidents' own lack of assertiveness and willingness to take risks for change.''

The national Commission on the Academic Presidency, a panel formed by the Association of Governing Boards of Universities and Colleges, conducted the study. See story on today's Virginia front.
