NAMES & CHANGES

HSMM names principal associate

STEVEN CHAPIN has been promoted to principal associate at Hayes, Seay, Mattern & Mattern Inc., Roanoke-based architects, engineers and planners.

Chapin is a registered professional engineer and head of the firm's bridge department.

He has been with HSMM since 1984.

He is a member of the American Society of Civil Engineers, the American Railway Engineering Association, the American Railway Bridge and Building Association and the National Society of Professional Engineers.

ACCOUNTING

JOHN WHITE and MARK WISEMAN, certified public accountants at Brown, Edwards & Co. in Roanoke, have been named supervisors in the financial advisory services department.

White joined Brown Edwards in 1995 and Wiseman joined the firm in 1987.

AGRICULTURE

WAYNE A. BOUTWELL, president and chief executive officer of the National Council of Farmer Cooperatives in Washington, D.C., has been named president and chief executive officer-elect of Richmond-based Southern States Cooperative.

The farmers cooperative has stores throughout Southwestern Virginia.

BEAUTY

AMY W. SHERER and SARAH G. BURTON are the new owners of Classic Designers, a full-service salon in Roanoke which offers total hair and nail care, tanning, massage therapy, waxing and facials.

ECONOMIC DEVELOPMENT

Downtown Roanoke Inc. has elected new officers and directors: ROBERT B. MANETTA, Carilion Health System, president; ROBERT W. GLENN JR., Issues Management Group, vice president for administration, government relations and membership services and president-elect; BEVERLY T. FITZPATRICK JR., The New Century Council, vice president for economic development; TED MOOMAW JR.., World Travel Service, vice president for marketing; ROBERT S. CALLAHAN JR., 309 First Street, vice president for market area activities and secretary; EDWIN C. HALL, Hall Associates, vice president for environmental design; and ROBERT W. HELMS, treasurer.

Directors elected to three-year terms are JOANN B. WEISSBART, Dixon, Hubard & Feinour Inc.; DONALD G. DOOLITTLE, Coca-Cola Bottling Co. Consolidated; the Rev. THOMAS O'DELL, St. John's Episcopal Church; GARY WALTON, Hotel Roanoke and Conference Center; and BILL CARDER, Patrick Henry Hotel.

GOVERNMENT

DANA D. LONG has been named Roanoke's chief of billings and collections. In her new position, she will oversee utility billing, tax compliance administration for some city taxes and collection of delinquent accounts. Long has been acting chief since since January 1996.

HEALTH CARE

RONALD DOWNING has joined Columbia Healthcare Corp. as hospital affairs administrator for Columbia Alleghany Regional Hospital in Low Moor. In his new position, Downing will oversee the hospital's internal and external communications, including marketing, public relations, customer service, governmental affairs, community services, the Senior Friends program, employee communications and hospital security. Downing comes to Columbia from Westvaco Corp. in Covington, where he was a public relations assistant.

MANUFACTURING

GARY T. STERNES has been appointed manufacturing manager of Yokahama Tire Corp.'s Salem plant. Sternes previously was operations manager for Continental General Tire Co.'s manufacturing plant in Mayfield, Ky. He has more than 30 years experience in the tire industry.

NONPROFITS

HAZEL BERNARD has been appointed vice president for development at Planned Parenthood of the Blue Ridge Inc., a reproductive health care facility based in Roanoke. Bernard joined Planned Parenthood in 1993 as the annual fund coordinator and later became associate director of development.

ELIZABETH R. BISHOP has been named manager of program development and planning at Total Action Against Poverty in Roanoke. She will direct strategic planning and resource and program development for the anti-poverty programs of the agency.
