* Canon Virginia Inc. plans to build a printer cartridge recycling plant in Gloucester County that could employ 100 people. Canon operates its primary U.S. production plant in nearby Newport News and runs two subsidiaries in Newport News and a third in Tappahannock.

* Roderick S. Woolard, former president of Island Creek Coal Sales Co., will lead Norfolk's economic development department starting Oct. 1. He succeeds Robert B. Smithwick, who retired Aug. 1.

* Vanguard, a military insignia maker and supplier, said it will move its operations from New York City to Norfolk, creating about 80 new jobs.
