SCC to arbitrate phone dispute
RICHMOND - The State Corporation Commission has agreed to arbitrate a dispute between Bell Atlantic-Virginia and potential competitors over what the phone company can charge other firms to use its lines. New federal law says local monopolies must quote a discounted price.
Bell Atlantic believes a rate 15.61 percent below what its customers pay is fair, while AT&T lawyers have asked the SCC to order a 27.49 percent discount.

Bankruptcies
Six bankruptcies with business affiliations have been filed in the U.S. Bankruptcy Court for Western Virginia at Roanoke. Four of them are personal bankruptcies that the court listed as businesses because they have commercial connections and could be of interest to business creditors and customers.
* Jackson General Contractors Inc. of Big Stone Gap filed for liquidation. The company said it had no assets but liabilities of $20,240.
* Michael Rhea Bomar of Bristol, who is in the photography business, filed for liquidation with assets of $49,290 and liabilities of $55,654.
*Donald Curtis Reid Jr. and Valerie S. Reid of Roanoke filed for liquidation with assets of $129,500 and liabilities of $134,852. Donald Reid trades as U.S. Fish.
* Stephen Garnett Jobe and Vailima Lynn Pedigo Jobe of Salem filed for liquidation with assets of $92,854 and liabilities of $178,255. They were in the cable construction business.
* Clifton and Alesia Burnette of Roanoke filed for a wage-earner plan for repayment of debts with assets of $101,436 and liabilities of $135,608. Alesia Burnette operates a Merle Norman Studio.
* Thomas R. Bowles and Terry R. Bowles of Roanoke filed for liquidation with assets of $44,139 and liabilities of $42,946. Terry Bowles operated a baby-sitting service.
