Cuba to get aid to finish nuclear plant

MOSCOW - Russia still plans to help Cuba complete a nuclear power plant that the United States fears could be a safety risk.

The United States has long opposed construction of the Juragua plant, which is less than 200 miles from Key West, Fla. Some former Juragua engineers who defected have said it was being built poorly.

Construction began in 1981 but was halted in 1992 when funding dried up. Russia signed an agreement in 1995 to resume funding to complete the plant.

Foreign Minister Yevgeny Primakov said Monday that ``Russia will meet all the commitments it has taken upon itself,'' but gave no timetable for financing the work, the Interfax news agency said.

Judge frees brother in mercy killing

GLASGOW, Scotland - A man accused of smothering his terminally ill brother in Scotland's first mercy killing case was freed Monday after the judge ruled a prison term would be inappropriate.

Paul Brady, 37, had pleaded guilty to culpable homicide for smothering his 40-year-old brother, James, who suffered from Huntingdon's disease, an incurable and degenerative disorder caused by a faulty gene.

The judge, Lord McFadyen, said there were mitigating factors in Brady's favor, including that his brother asked to be helped to die after the brothers watched their mother die of the disease.

``You brought your brother's life to an end at his own earnest and prolonged heartfelt request,'' McFadyen said, adding he was satisfied that Brady had acted out of compassion rather than malice.
