The Roanoke Valley logged a 40 percent increase in the value of building permits in September from September 1995 but without any major projects. The permits totaled $11.12 million compared with $7.97 million last year. The largest project, in Salem, was a $295,000 orthodontics clinic for Dr. Richard Tate. Roanoke reported mostly alterations and additions totaling $1,183,000 to commercial buildings, plus nine new houses. Roanoke County issued permits for 49 homes worth $2.65 million, plus 136 additions worth $3.75 million.
