BRINKLEY PANS PRESIDENT - ON THE AIR

ABC's David Brinkley didn't exactly go quietly into the night Tuesday, as he wrapped up what is expected to be his last election-night stint on television.

Instead, he unloaded on President Clinton, saying that Clinton's victory speech Tuesday night in Little Rock was ``one of the worst things I've ever heard'' and calling the president a ``bore.''

Brinkley's comments came during a freewheeling discussion with several ABC News colleagues - Peter Jennings, Hal Bruno, Cokie Roberts, Lynn Sherr, Jeff Greenfield and Sam Donaldson - before ABC signed off its election coverage Tuesday night.

Referring to Clinton's 27-minute speech, Donaldson said, ``Did you hear that speech tonight? He's running for something.''

Brinkley: ``One of the worst things I've ever heard.''

Jennings: ``He really did sound a bit like he was on automatic pilot this evening.''

Brinkley: ``It was totally unnecessary, to begin with. Everything in there he's already said.''

Later, Jennings invited Brinkley to make the final remarks of the night.

Brinkley said, ``OK, fine. I'm not going to say much. Among things I admire, almost near the top is creativeness, and everyone in this group has it. It shows in your work, it shows in your thinking, and it shows in your speech, what you do, what you write, what you say.

``And it's one reason this group is so terrific. Bill Clinton has none of it. He has not a creative bone in his body. Therefore, he's a bore, and will always be a bore.''

Donaldson then joked, ``Strong letter to follow, David.''
