It is now illegal in Vinton for a nonhandicapped person to park a vehicle in a space designated for handicapped people, even if the vehicle has a handicapped license tag or placard. Vinton Town Council amended its parking laws to bring the town code into conformity with new state regulations designed to end misuse of parking spaces set aside for the handicapped.
Vinton's amendment also raises the fine for misuse to a minimum of $25, up to $250.
William Heartwell, town attorney, told council members that because of widespread misuse of parking spaces for handicapped people, the General Assembly, at its last session, amended the state code to allow localities to toughen their ordinances.
In another matter, Town Manager Clay Goodman told council members that the study to determine the most suitable use of the McDonald Farm would continue next week jointly with the Roanoke County Board of Supervisors.
An open house at the Vinton War Memorial will be held from 2 to 5 p.m. Tuesday. Between 4:15 and 5 p.m., he said, town officials and county supervisors will tour the farm, and a presentation by officials of the two localities will be between 5:30 and 7 p.m.
McDonald Farm is owned by Vinton but is in the county, east of the town limits. Vinton officials want to sell the farm, and the county is concerned about putting it to a use that would be compatible with the neighborhood.
