MOBILE PHONE COMPANY PICKS VA. MANAGER

United States Cellular Corp. has appointed HANK CLINE general manager for Virginia. Based in Roanoke, Cline will oversee operations for United Cellular's offices in Roanoke, Charlottesville, Lexington, Lynchburg, Martinsville and South Boston.

Cline, who has been with the company for five years, comes to Roanoke from Bedford, N.H., were he was general manager in charge of sales and marketing.

United States Cellular Corp, based in Chicago, manages and invests in cellular systems throughout the country.

ACCOUNTING

CARLA WEBB has joined the firm of Hope Player & Associates as tax supervisor. She comes to the Roanoke certified public accounting firm from Gannett Co. Inc. in Washington, D.C., where she was a senior tax accountant.

AGRICULTURE

GARY DUDLEY of E.K. Williams Co. has been appointed an AgriPlan/BizPlan provider in Roanoke. AgriPlan/BizPlan allows qualifying farmers and small-business owners to deduct 100 percent of their health insurance premiums and uninsured medical, dental and vision care expenses on their taxes.

BANKING

JANET W. SLOUGH has been appointed branch manager of First Virginia Bank-Franklin County's Union Hall branch office. She previously was employed by First Union National Bank of Virginia and Crestar Bank.

ECONOMIC DEVELOPMENT

DAWN DeHART has joined the Small Business Development Center of the Roanoke Regional Chamber of Commerce as business development consultant. She will provide free consulting services to regional businesses to secure financing, plan for expansion or improve operations. Before joining the Regional Chamber, DeHart was employed with First Union Corp. as a credit risk review manager and vice president.

FINANCIAL SERVICES

J. TYLER PUGH has been elected managing director and DONNA K. SMITH has been appointed associate vice president of Richmond-based Wheat First Butcher Singer. Pugh, who is branch manager of the securities firm's Roanoke office, joined Wheat First in 1975, was named vice president in 1981 and senior vice president in 1990. Smith, who joined the firm in 1987, works with individual clients as a registered account administrator.

HEALTH CARE

DR. WILLIAM RONALD HOWELL has joined Wolfe Medical Associates in Rocky Mount, an affiliate of Carilion Health System, where he will practice family medicine. Howell previously practiced for four years with the Lewis-Gale Clinic - Valley View Medical Center.

DR. TIM McGARRY of Abingdon Orthopedic Associates has become a Fellow of the American College of Surgeons. McGarry specializes in general orthopedic surgery and sports medicine.

KATHARINE MORGAN of Roanoke has been elected corresponding secretary of the Alliance of the Virginia Dental Association.

LAW

TARA A. BRANSCOM and KERITH COHEN have joined the Roanoke law firm of Flippin, Densmore, Morse, Rutherford & Jessee. Branscom practices in the areas of commercial, corporate and intellectual property law. A native of England, she is a member of the Virginia State Bar Association and also is licensed to practice law in Great Britain. Cohen specializes in labor and employment law. Before joining Flippin, she was law clerk to Judge David G. Lowe for the U.S. District Court for the Eastern District of Virginia. She is a member of the Virginia State Bar.

MANUFACTURING

BRIAN BRADY has been appointed manager of the special pricing department at Nationwide Homes in Martinsville. He will be responsible for the pricing of all new models, customized models, commercial and multifamily structures and special projects. Brady joined the pricing department of Nationwide Homes in 1995 .

TECHNOLOGY

DAVID BURTIS has been named sales manager of the new Roanoke office of Blacksburg-based Personal Technology Innovators Inc. Burtis formerly was with Dominion Bank and Bradshaw and Associates in Roanoke. PTI provides companies a comprehensive set of Internet, intranet and development services.
