JODY M. JONES has been named branch officer and manager of Valley Bank's Church Avenue office in Roanoke. Jones, who has more than 10 years of banking experience, was with First South Bank in Burlington, N.C., and Virginia First Savings Bank before joining Valley Bank prior to its opening in 1995. SHERRY DILLON has been elected branch officer and assistant manager of the bank's Starkey Road office. Dillon has 13 years of banking experience, mostly with the former Dominion Bank before joining Valley Bank in 1995. SUE BAILEY has joined the bank as a financial services representative at Valley Bank's new South Roanoke office, which will open in January. She formerly was with NationsBank for 11 years.
BANKING
WILLIAM T. POWELL, a certified public accountant with Cherry, Bekaert & Holland in Lynchburg, has been elected to the boards of Bedford Bancshares Inc. and its subsidiary, Bedford Federal Savings Bank. He fills the vacancies created by the death of former chairman of the board, T. GLYNN BRADLEY, in September.
WILLIAM F. JONES JR. has joined First Citizens Bank as retail branch manager in Clifton Forge. Jones, who has more than 15 years of banking and financial services experience, comes to First Citizens from NBC Bank in Roanoke, where he was a finance officer.

The Roanoke Valley Economic Development Partnership has elected these officers for 1996-1997: CHARLES A. SALDARINI, Roanoke area president of First Union National Bank of Virginia, president; ANNE LEE STEVENS, co-owner of Gearhart-Stevens Realtors, vice president; MACON SAMMONS, Franklin County administrator, secretary; and RANDOLPH SMITH, Salem city manager, treasurer. BETH DOUGHTY continues as executive director of the partnership.
New directors appointed for three-year terms are ED BAKER, Botetourt County; WARNER DALHOUSE, Franklin County; and BRAD GROSE, Vinton. TIMOTHY GUBALA of the Roanoke County Office of Economic Development was elected to a one-year term.

LYNDA L. WILLIAMS and FRAN HALL have joined the Easter Seal Society of Virginia Inc., which has its state headquarters in Roanoke. Williams, who formerly was the finance manager for Opera Roanoke, has been appointed controller. Hall has been appointed director of the Virginia Easter Seal provider network. She has 13 years of experience in the health care field, most recently with Carilion Health System as a training specialist in patient financial services.

HAROLD C. MAUNEY JR. has been elected vice president-operations planning and budget at Norfolk Southern Corp. RASHE W. STEPHENS JR. succeeds Mauney as vice president-quality management. Stephens previously was assistant vice president-public affairs. Both men will be based in the railroad's headquarters office in Norfolk.
