Three teen-agers were arrested and charged with capital murder in the robbery and slaying of a motorist who was shot at a rest stop on Interstate 95, state police said Wednesday.
Andre V. Carter, 18; Michael T. Baggett Jr., 19; and Khalif A. Rodriquez, 19, all of Spotsylvania County, were being held at Rappahannock Security Center in Fredericksburg, said State Police Superintendent Col. Wayne Huggins.
Carter, who was 17 at the time of the December shooting, is believed to have been the trigger man and could face the death penalty if convicted, Huggins said. He will be arraigned today in Prince William Juvenile and Domestic Relations Court.
Baggett and Rodriquez will be arraigned in General District Court, also today.
