The Radford City Council will veer from its usual schedule on Monday by meeting at 6:30 p.m. for an open work session to review the city's Comprehensive Annual Report for the past fiscal year. Its regularly scheduled meeting will follow at 7:30, opening with a public hearing on the proposed agreement to allow participation in the New River Resource Authority by members of the Montgomery Regional Solid Waste Authority. The meeting will occur at the Radford Municipal Building, 619 Second St.

Members of Dublin Town Council have opposed Montgomery's participation despite the fact that it would pay 53 percent of disposal costs and reduce costs to all members by 30 percent. They resent losing two of five Pulaski County representatives to the board under the proposed agreement and fear losing control over the types of garbage coming to the new Cloyds Mountain landfill. There is public opposition in Pulaski County, as well, as evidenced by the 40 people who attended the latest Board of Supervisors meeting there.

Radford Mayor Tom Starnes and Pulaski County Supervisor Jerry White represented the NRRA over the last year in negotiations with the Montgomery authority. Radford City Council has already granted preliminary approval of Montgomery's participation and named Radford's three intended representatives to the NRRA Board. City Council's final vote will take place at Monday night's meeting.

In new business, the council will review revenue estimates for the 1997-98 fiscal year and establish a level of expenditures for city supported operations. Council will also consider the Department of Social Services' request for inclusion in the city's grievance procedure.

The Montgomery County Board of Supervisors will consider the future of the U.S. 460 bridge near the Elliston-Lafayette Elementary School during its first 1997 meeting, scheduled at 7 p.m. Monday at the Montgomery County Courthouse in Christiansburg, Franklin and Main streets. The bridge will be demolished or renovated for pedestrians when a project to reroute the highway's eastbound lanes is completed soon.

The board will also elect a chairman and vice chairman for the coming year and begin a search to replace Don Moore, the county's economic development director who announced his resignation earlier this week. Supervisors will also continue to sift through applications for a new county administrator to replace Betty S. Thomas, who is resigning at the end of March.
