* Blacksburg Town Council will meet at 7:30 tonight. Topics include setting a public hearing for Feb. 11 on the proposed transfer of the town's cable television franchise from Booth Communications of Virginia Inc. to Adelphia Communications Corp.

The following public hearings are scheduled for the same meeting:

A special-use permit for the town park addition. The requests are to turn an existing single family structure into administrative offices, to build an approximately 3,000-square-foot addition to the town's Senior Center and to put an approximately 30-square-foot free-standing sign at 615 Patrick Henry Drive.

The town's five-year Capital Improvements Program. The plan is to be considered for a vote by Town Council Jan. 28.
