* Blacksburg Town Council adopted a capital improvement program Tuesday for fiscal years 1997-98 through 2001-02.

Council also approved a contract with Reynolds Architects Inc. for the design of a new seniors' center addition, next to the Blacksburg Community Center, and a resolution waiving parking meter fees downtown for Virginia Tech Founder's Day, April 4.

* Pulaski Town Council will discuss opposing the proposed New River Resource Authority expansion in a special session at 6:30 p.m. today, prior to its joint meeting at 7 p.m. with the Pulaski County Board of Supervisors and Dublin Town Council in Columbia Pulaski Community Hospital's Education Building.

Pulaski town officials will consider a resolution asking Pulaski County to reject adding Montgomery County, Blacksburg, Christiansburg and Virginia Tech to the NRRA. Last week, Councilman Charles Stewart said the county should hold out for equal or majority membership on the NRRA board, instead of the Montgomery County group, Radford and Pulaski County combined with Dublin each having three members. Several other council members agreed. Pulaski County and Dublin together now have three members and Radford has two.

The proposed expansion agreement is one of the agenda items for the quarterly joint meeting of Pulaski County and the two towns' governing bodies.

The town of Pulaski is not a formal member of the NRRA, as are Pulaski County, Dublin and Radford, but is represented through the county. Pulaski Town Manager Tom Combiths serves as one of the NRRA board members appointed by the county.
