Joint Chiefs chairman to retire

WASHINGTON - Gen. John Shalikashvili, the chairman of the Joint Chiefs of Staff who guided U.S. military operations in Haiti and Bosnia, plans to retire from the military in September, the White House said Wednesday.

Shalikashvili, who will have served in the Army for 37 years, never received the notoriety of Gen. Colin Powell, his immediate predecessor. But he acquired enormous influence with President Clinton, whom he briefs by telephone or in person several times a week.

The Polish-born general advocated expanding NATO membership to include Eastern European nations, and his view was adopted as administration policy.
