* Blacksburg Town Council delayed action Tuesday on a proposed transfer of the town's cable television franchise to Adelphia Communications Corp. until Feb. 25. Council members questioned an official with Adelphia at a public hearing on the proposal. Adelphia is buying Booth Communications of Virginia, which holds the franchise for cable TV in Blacksburg and Salem. The move would guarantee Adelphia use of Blacksburg's public rights of way and utility easements to provide cable service, in return for 5 percent of gross receipts and several local channels, in addition to regular taxes. The ownership transfer will bring no immediate programming changes to the 14,000 cable TV customers in Blacksburg or 15,000 in Salem. Officials in Salem and Roanoke County have yet to formally take up the matter.
Also, Town Council scheduled a March 11 public hearing on the proposed overhaul of the town's zoning ordinance and land-use maps. The proposal went up for public hearing last fall, drew many comments from concerned property owners, and has undergone changes in many areas. The zoning ordinance overhaul will affect most property owners in town in some manner.
