The Montgomery County Board of Supervisors continues to review budget requests for the 1997-98 fiscal year that starts July 1.
The proposed budget of $77.8 million would require a 7-cent increase in the tax rate if adopted with no cuts.
Here are some recommendations county staff presented to the supervisors at Monday's budget session. No action has been taken yet.
Increasing the Board of Supervisors salaries. If approved, the supervisors would be paid $9,000 annually, with an additional $1,800 to the chairman and $1,200 to the vice chairman. Supervisors are currently paid $6,924 a year, with the chairman and vice chairman paid the additional amounts. If the supervisors want to pursue the raise, the board would need to hold a public hearing and adopt an ordinance after May 1, but before June 30.
Adding $2,197 to the New River Valley Free Clinic's budget. The free clinic had asked for $18,622 but was only going to receive $9,860. Given the level of services the clinic provides, additional information provided by the clinic, and comments at the public hearing, the staff decided some increase in funding was justified. The increased funding will come from the suggested budget for the New River Valley Community Services Board, which has a variety of resources to pull from for more money and still has a county budget of $109,000, County Finance Director Carol Edmonds said.
Keeping its contribution to the New River Valley Juvenile Detention Home's at its current rate. The detention home asked for more than $53,000 in new funding from the county. But Edmonds said more justification is needed. The home is owned by the counties of Montgomery, Pulaski and Giles and the city of Radford. The detention home staff says the county is being asked to pay more because its use of the home has increased.

A special called meeting of the New River Resource Authority board will be held at 7 tonight in the Radford Municipal Building. The board will discuss additional conditions proposed last week by Pulaski County and the town of Dublin for expanding the NRRA.
The conditions included a separate vote for the Dublin board representative, apart from Pulaski County, and unanimous board approvals for such measures as hiring an executive director or legal counsel and any future additions to the organization.
Current NRRA members are the city of Radford, county of Pulaski and town of Dublin. The proposed expansion would add Montgomery County, the towns of Christiansburg and Blacksburg, and Virginia Tech. Radford City Council has approved the proposal, but all three current member governments would have to approve it to make it effective.
