Valley Metro, operator of Roanoke's buses, cannot cite any specific reason why its average weekday ridership was down 2.7 percent in March from February or 2 percent from March 1996. "It's probably just a quirk," said Chip Holdren, the bus company's assistant general manager. He said the number of passengers fluctuates constantly.
