The decision on Conrail won't come for several months.
Norfolk Southern Corp. and CSX Corp. intend to file in June for government approval of their plan to break up Conrail Inc. The three-person Surface Transportation Board will decide.
The STB is headed by Linda Morgan, a Maryland Democrat who was a congressional staff member for 15 years. The vice chairman is Gus Owen, a California Republican and small-business owner. The third seat is vacant.
The board has scheduled a 10-month review of the Conrail issue. It will receive a detailed plan explaining how both railroads would operate Conrail's routes, the impact on employees and ownership and use of Conrail's facilities.
The board also will hear comments from the Justice and Transportation departments and testimony from the public.
