The number of telephone lines in use is a good indicator of a region's economic health because it measures both business and consumer demand for a primary service. People and companies tend to add phone lines when they are taking orders and expecting a good economy. The number of lines in Bell Atlantic Corp.'s Roanoke district grew 4.2 percent in March compared with March 1996.
