{LEAD} Where has all the Rose's money gone? Rose's Stores Inc. has accumulated so many fees and expenses in the six months it has been in U.S. Bankruptcy Court that a judge approved a proposal to hire an accountant to monitor the money. So far, the money going to accountants, lawyers and consultants has reached $6 million.
