PUNISHMENT/PREVENTIVE

{LEAD} Punishment should be used as a preventive for crime of any nature after the first criminal offense.

I was once in the company of a drug addict and offender who stated that all in his position were crying out for discipline; but no one, especially not parents, would listen to their cry.

{REST} If parents can't administer discipline with love, then a special team of experts in the field of human behavior should act as parents and administer tough discipline, including physical punishment, if required, to teach the lesson.

My bet is the offender would become a law-abiding citizen.
