Mrs. Downing was born in Petersburg and was a Tidewater resident for 54 years. She was a member of St. John's Episcopal Church and had served as a captain with the Army Nurse Corps during World War II.
{REST} Survivors include one brother, Dr. Kemp Plummer of Hampton; two nieces, Martha Kay Skaltsounis of Richmond and Isabel Kay Gleason of Johnstown, Pa.; and one nephew, W. Richard Kay Jr. of Richmond.
A funeral will be conducted at 10 a.m. Monday in St. John's Episcopal Church, Hampton. Burial will be in Oakgrove Cemetery, Portsmouth. Lawrence B. Wood Funeral Home, Hampton, is handling arrangements. Memorials may be made to St. John's Episcopal Church Discretionary Fund, 100 W. Queen St., Hampton, Va. 23669, or to a favorite charity.
