{REST} James M. Rohr of the 5100 block of Stratford Chase Drive in Virginia Beach was pronounced dead at the scene, said G.A. Brown, a police spokesman.
A passenger, Roy Everett, 21, of the 400 block of Harrington Court in Norfolk, was taken to Sentara Norfolk General Hospital with a broken leg.
Brown said the driver of the other car, a 1990 Geo Storm, was Dan A. Luttrell Jr.
Luttrell, who is assigned to the amphibious assault ship Wasp, suffered a broken leg and was taken to Portsmouth Naval Hospital.
Brown said that before the accident, which occurred at 1:09 a.m., Rohr was refused service at Slim's Restaurant at the 1100 block of Portcentre Parkway. Brown said an investigation showed that Rohr's friends tried to discourage him from driving.
Rohr headed northbound on Portcentre, Brown said. He lost control at a curve, struck the curb in the southbound lane and then swerved back into the southbound lane and struck Luttrell's car.
Rohr and Everett were thrown from their vehicle.
