COMPLAINT DISMISSED

{LEAD} The Republican State Central Committee on Friday dismissed a challenge to last March's election of Portsmouth GOP Chairman Caroline Barnes.

On a voice vote, the committee decided that a complaint by former chairman Helen Chapman had been improperly filed.

The group sided with State Chairman Patrick McSweeney, who ruled that Chapman missed a filing deadline.

Chapman had complained that the election violated parliamentary procedure.
