GOV. ALLEN OUSTS LEADERS OF 14 STATE AGENCIES

{LEAD} Gov. George F. Allen on Friday ousted the leaders of more than a dozen state agencies, including the head of the Virginia Lottery Department.

Kenneth W. Thorson had led the Lottery Department since 1988, when it was established. He said he learned of his firing at 4:50 p.m. on Friday.

{REST} ``It's the governor's prerogative,'' said Thorson, who was appointed by Democratic Gov. Gerald Baliles.

Richard G. Wilkinson, the new acting director, transfers from the Department of Planning and Budget.

The Lottery Department's annual profits are the third biggest provider of the state's general fund revenue, trailing only individual income and sales taxes.

Allen also dismissed Ralph G. Cantrell of the Virginia Employment Commission, Richard N. Burton of the Department of Environmental Quality and Dr. Robert B. Stroube of the state Department of Health.

Dr. Donald Stern will take over as acting health commissioner. He was director of the department's Office of Family Health Services.

The governor named acting or permanent directors to replace the heads of the Department of Environmental Quality, the State Library, Virginia Department of Housing and Community Development and the Department of Information Technology.

The leadership changes affect 14 state agencies.

Allen has emphasized for several months that he planned a major shakeup in state government. His changes include:

New permanent replacements: attorney H. Alexander Wise of Henrico, Department of Historic Resources; Charles C. Livingston of Prince William, Department of Information Technology; Peter W. Schmidt of Virginia Beach, Department of Environmental Quality; Hudnall R. Croasdale of Prince William, director of the Council on Information Management; and Clyde Lamond of Loudoun, Virginia Student Assistance Authorities.

Named as acting directors: Carol Brunty, Department of Social Services; Nolan Yelich, State Library; William Woodfin, Department of Game and Inland Fisheries; Hobart P. Bauhan, Chesapeake Bay Local Assistance Department; Robert J. Adams, Department of Housing and Community Development; Jeffery A. Windom, Virginia Employment Commission; Robert R. Stanley, Department of Fire Programs; and Dr. Margaret Harrelson, Virginia Council on Child Day Care and Early Childhood Programs.

Reappointed: Shockley D. Gardner of Richmond, director of the Virginia Resources Authority, and William A. Pruitt of Gloucester County, head of the Virginia Marine Resources Commission.
