NO MANDATE AT BEACH

{LEAD} Regarding ``Respect voters' will'' (editorial, May 11): While the referendum carried by a simple majority of a very low voter turnout, I do not consider it a mandate for the sweeping and unpredictable changes the referendum calls for.

I find particularly onerous the prospect that I will be able to vote only for less than a majority of council members. It means, potentially, that six council members whom I am prevented from voting for can do a lot of things I do not agree with, and I have no recourse as a voter. In addition, I doubt that a ward system is in the best long-term interest of Virginia Beach.

{REST} I suggest that City Council have a full-blown discussion on this proposal before coming to any con-clu-sion.
