MOTHER CHARGED WITH CHILD NEGLECT

{LEAD} A 24-year-old woman has been charged with felony child neglect after her 18-month-old son was found hanging from a Venetian blind cord.

Angela D. Marley, 24, of the first block of Gatling Court is being held in the Portsmouth City Jail.

{REST} Her son, William A. Marley, is on a life-support system at the Children's Hospital of the King's Daughters in Norfolk, police said.

Medical personnel were called to the Marley residence about 7:20 p.m. on Friday , said G.A. Brown of the Portsmouth Police Department. When they arrived, the child was being given first aid, Brown said.

The mother said that she left her home for about five minutes to check on some dogs on the day of the incident. When she returned, she said, she found her son hanging from the blind at the front window of the living room.

Marley was arrested after a joint investigation by the police department's homicide/robbery squad, the youth services department and child protective services.

``There is nothing to imply that this was a deliberate act,'' said Brown, who added that the investigation is continuing.

Marley's other three children - ages 18 months and 3 and 4 years - have been taken into custody by child protective services, Brown said.
