PRIMARIES COMPETE FOR VOTERS

{LEAD} Attention, voters: You have some choices to make Tuesday.

In addition to the much touted Democratic senatorial primary, there will be a Republican primary for the 2nd District Congressional seat. The 2nd District, comprised of the majority of Virginia Beach and a large portion of Norfolk, is the only district in Virginia to hold a Republican primary this year.

{REST} Since the primary will take place on the same day as the Democratic primary, and since residents are only allowed to vote in one primary, voters in the district must decide which race is more important to them.

Here's a look at who's running in the Republican standoff:

\ \ JIM CHAPMAN

Born: May 16, 1957

Education: Mannheim American High School, Mannheim, West Germany; Virginia Tech, bachelor's degree in history (minor in political science), 1979; Washington & Lee University Law School, 1982.

Political experience/community service: Ran for Congress in 1992. Founding director and president of the Earning by Learning Foundation, an organization that helps inner-city children learn to read. Adviser and pro bono counsel for Ships at Sea, a drug rehabilitation program. Served in the Corps of Cadets at Virginia Tech, received the George C. Marshall award for most outstanding cadet.

Party Affiliation: Republican

Occupation: Maritime lawyer with Norfolk firm of Crenshaw, Ware & Martin. Served four years of active duty as a prosecutor in the U.S. Army (spent seven years in the reserves).

Tout: Proposes a 10-point crime plan that includes regional prisons in states that abolish parole for violent offenders and ``productive labor'' for inmates. Opposes military downsizing. ``Pro-family'' agenda: opposes abortion on demand, favors reforming tax laws that ``penalize'' marriage and children, opposes federal control of public education; favors a competitive model of school choice.

\ \ FRANK WAGNER

Born: July 18, 1955.

Education: Bachelor's degree in ocean engineering, U.S. Naval Academy, 1977.

Political experience/community service: Elected to Virginia House of Delegates, 21st District, in 1991; re-elected last year. Member, Virginia Beach Optimist Club. Member, Parent Teachers Association for two public schools. Member, Naval Academy Alumni Association. Nominated as one of the Outstanding Young Legislators by the American Council of Young Political Leaders.

Party affiliation: Republican

Engineering consultant for shipyards. Former Navy diver.

Tout: Supports balanced budget amendment to the Constitution. Supports abortion rights, but agrees with parental notification requirement. Opposes school voucher system. Would eliminate all parole. Supports one-gun-a-month limit and banning certain assault weapons, but opposes ban on other semiautomatic weapons. Has proposed program to encourage but not require day-care centers to incorporate more education. Wants fewer mandates from the federal government.
