NEIGHBORS RAISE A STINK ABOUT BILLIONAIRE'S BARNYARD

{LEAD} Neighbors of billionaire John W. Kluge's cattle farm told the Albemarle County Board of Supervisors that the place stinks.

``It's rancid. It's raunchy,'' Peter Scherman, speaking for about 10 residents, told the board Wednesday night.

{REST} ``None of us has any objection to barnyard smells,'' Scherman said. ``But this smell cannot be compared to anything on earth.''

Kluge's farm managers recently built a feed lot. The waste from the animals on the lot goes into a 1-million-gallon storage tank. Manure from the tank is then spread over the farm's pasture land.

Fortune magazine estimated Kluge's wealth at $8.8 billion in 1993. That would make him the richest private individual in the world.
