DEMOCRATS DID IT

{LEAD} Why does ultraliberal columnist Perry Morgan keep blaming Ronald Reagan and George Bush for the huge deficits that occurred during their administrations (Perspectives, May 29)? Everyone knows that our Congress was controlled by Democrats who spent our tax money like there was no tomorrow.

As long as there is a Congress dominated by Democrats like Sen. Robert ``Pork Barrel'' Byrd of West Virginia, the deficit will continue to grow out of control.
