DETAILED CLOSURE SURVEY COVERS ALL THE BASES

{LEAD} In figuring out what installations the Navy no longer needs, the service's Base Structure Analysis Team will accumulate approximately 100 cubic feet of paper, enough for a stack 15 stories high, with information on everything the service now owns and does.

``Nobody is left out,'' said Charles P. Nemfakos, director of the analysis team.

{REST} Nemfakos said the data, collected through questionnaires to the commanders of every base, ``ranges all the way from, `How many buildings do you have?' . . . to things such as, `In the event of mobilization, what kind of additional capacity do you have?'

``It's the entire range of things that we asked for last time,'' he said. ``The whole works.''

The data and the questionnaires are secret for now but will be released when the Pentagon makes base-closing recommendations for all the services early next year.

A Nemfakos-led team did the same job in preparation for the 1993 round of closings; here's a sample of the hundreds of pieces of information they asked Norfolk's Naval Aviation Depot to provide back then. The depot was ordered closed.

What is special about the facilities, equipment or skills at the NADEP for work on specific airframes?

What types of missiles are worked on at the NADEP?

What are the annual costs to the Navy to transport nonflyable aircraft to the depot for repair?

List and indicate the distance in road-miles to interstate highways, air ports of embarkation, sea ports of embarkation and cargo rail terminals.

What is the average hourly (fully burdened) labor rate in FY-92 for this NADEP?

What was the actual investment over the period FY-82 through FY-92 and planned investment FY-93 through FY-97 for equipment, facilities, tooling, structures, store rooms and administrative and testing facilities at each site, in then-year values?

What are the ground, industrial noise and airspace encroachments of record at each site?

What access or egress restrictions are operative for personnel driving through the community to and parking in the vicinity of the NADEP?

How many student hours have employees completed annually over the last 10 years at nearby engineering and technical schools in work-related education?
