{LEAD} On behalf of myself and many other retirees, I am grateful to Governor Allen and House Majority Leader Richard Cranwell for their leadership in trying to resolve the lingering and contentious federal-retiree matter.

I suggest that the schedule of restitution be based on age rather than amounts. Prolonging this matter is eminently unfair to the 65 and older, taking into account the mortuary statistics in the superannuated groups.
