{LEAD} ARCHITECTURE \ W. Macklin Smith was appointed a project manager with CMSS Architects in Virginia Beach. Smith had held the same position with Tynes Associates Inc. in Charleston, S.C.

{REST} \ HEALTH CARE \ Andrew S. Fine was named rector of the board of visitors with the Medical College of Hampton Roads. The board is the governing body of Eastern Virginia Medical School in Norfolk.

Fine, a board member since 1991, is a Virginia Beach lawyer with Fine, Fine, Legum & Fine.

\ HOSPITALITY\ Professional Hospitality Resources Inc. promoted Robert M. Howard from vice president of accounting and finance to executive vice president of accounting and finance; Elizabeth J. Henley from director of marketing and development to vice president of marketing and development; and Mark A. Manring from director of operations to vice president of operations. PHR is a hotel-management company in Virginia Beach.

Wanda Payne was appointed convention sales manager with Hamp-ton Conventions & Tourism. Payne had been a career development coordinator, registrar and instructor with Commonwealth College in Rich-mond.

\ MUNICIPALITY\ Dr. Tobin J. Jones was appointed medical director of the Norfolk Community Services Board with the city of Norfolk. He will oversee psychiatric and related medical activities for the board's mental health, mental retardation and substance abuse services. Jones has been with the board since 1991.

\ ORGANIZATIONS\ David L. Fansler was elected president of the Virginia Office Machine Dealers Association. Fansler is with Wescott Co. in Norfolk.

Richard D. Roberts won a 1994 Vanguard award from the National Cable Television Association for distinguished leadership. Roberts is president and chief executive officer with TeleCable Corp. in Norfolk. He also is board chairman of the association.

Donna Joyce Hall was elected president with the Tidewater Bank-ruptcy Bar Association for 1994-95. Hall is an associate with the law firm of Mays & Valentine in Norfolk.

Larry Fields was elected president of the Southern region with Building Owners and Managers Association International. Fields is director of management services with Hampton-based Read Commercial Properties.

\ REAL ESTATE\ Karen R. Beale was appointed vice president of marketing with Hamner Development Co. in Newport News. Beale had held the same position with Lee Sammis Associates in Northern Virginia.

Deborah C. Newell was named director of retail leasing with Read Commercial Properties in Hampton. Newell had been manager of shopping-center operations with Hechinger Co. in Washington.
