ALVIN LAND RODGERS

{LEAD} Alvin L. ``Sally'' Rodgers, 63, of the 200 block of Capot Road, died June 11, 1994, in Sentara Leigh Memorial Hospital.

Sally was a native of Princess Anne County, and was the son of the late Rufus and Willie Mae Rodgers.

{REST} He served as Justice of the Peace/Magistrate for the City of Virginia Beach for 21 years. He then served with the Virginia Beach Sheriff's Department as Chief Deputy until retiring as Lieutenant Colonel in December 1993.

His accomplishments include designing and developing the first full-time paid justice of the peace system for the City of Virginia Beach and compiled and edited the first Justice of the Peace manual for Virginia Beach, which was subsequently used as a guide by the Supreme Court of Virginia in developing a Magistrate's Manual which is now issued upon appointment to magistrates throughout the Commonwealth of Virginia.

He received certificates for completion of programs on jail operations and jail management required of all jail employees by the Virginia Department of Corrections and the Criminal Justice Service Commission.

He was a member of Nimmo United Methodist Church in Virginia Beach. He was also a former charter member of the Princess Anne Volunteer Fire Department.

He was a member of Princess Anne Masonic Lodge (NU)25, Scottish Rite of the Shrine, Khedive Temple of the Shrine, and the Virginia Beach Shrine Club, which awarded him the Richard Absalom Award for ``Most Outstanding Shriner'' of the Virginia Beach Shrine Club. He had been a Navy reservist.

Survivors include his wife, Ruth E. Rodgers; his daughter, Joan R. Doyle of Virginia Beach; his son, Steven L. Rodgers of Chesapeake; two stepsons, Carson L. Edmonson of Chesapeake and Bernie O. Keeling of Ava, Mo.; his stepmother, Katherine Rodgers of Virginia Beach; his sister, Ella Mae Kuykendall of Heathsville, Va.; and six grandchildren.

A funeral service will be held at Nimmo United Methodist Church Tuesday, June 14 at 1:30 p.m. by the Rev. John Morris. Burial will follow in Rosewood Memorial Park Cemetery with Masonic Rites at the graveside. Smith & Williams Funeral Home, Kempsville Chapel, is handling the arrangements.

The family will receive friends at the funeral home Monday evening from 7 to 9 p.m. and at other times at the residence. Memorial donations may be made to the American Heart Association, Kempsville Volunteer Rescue Squad or Courthouse Fire Department.
