PRESIDENT AIRS CHOICE FOR VA JOB

{LEAD} President Clinton plans to nominate the former head of California's Department of Health Services to lead the VA medical system, the nation's largest.

Clinton announced his plans Tuesday to nominate Kenneth W. Kizer. If confirmed by the Senate, Kizer would serve as the Veteran Affairs Department's undersecretary for health.

{REST} Kizer is now head of the department of community and international health at the medical school at the University of California at Davis.
